Certification: Sijil Kemahiran Malaysia ( SKM ) from Department of  Skills Development Malaysia. (Jabatan Pembangunan Kemahiran – JPK)

VTO program is an educational activity directed to identifying and developing human capabilities for a productive and satisfying working life. It has a pedagogy component, with a strong emphasis on technical and technological aspects.

The definition above explicitly shows that a learner undertaking a vocational training program is required to attain a high level of understanding of vocational teaching. 

The success factor of producing highly skilled and professional personnel is dependent on the effectiveness of a trainer to impart cognitive and psychomotor skills to the learner. Hence, the trainer must attain a high level of cognitive, psychomotor, and affective abilities.    These skills are very crucial in vocational training delivery, assessment, and development of training materials. Nevertheless, the directive has enhanced the quality of vocational training. 

The scope and definition of SKM Level 3 do not include the aforesaid mentioned higher levels of cognitive abilities, such as analyzing and evaluating skills. The higher levels of cognitive skills are only defined in Level 4 and Level 5.

Vocational training is very dynamic in nature. It must be in tandem with technological development and advancement. The trainees of trade programs have to be trained according to the application of technology related to the industry requirement. Therefore, vocational training personnel has to incorporate the new elements of technology in the curriculum. This exercise requires vocational training personnel to have a high level of cognitive and psychomotor abilities.   

The focus on vocational education as a critical factor in producing highly skilled and professional manpower, demands enhancement on the competencies of vocational training practitioners.
